Tulsa's Board of County Commissioners appointed David Parker to manage the beleaguered Family Center for Juvenile Justice.
As the Tulsa World reported, the move comes as county officials grapple with a series of allegations, arrests and investigations related to the facility, which last week was placed on probationary status for the second time in two years.
